The HTML template of the Contents Page in your ePub eBook does not contain the required #TableOfContents variable. This variable is used as a placeholder that specifies the place where the actual Table of Contents items will be inserted.
To resolve this issue, edit the HTML template of your Contents Page and insert the following tag where the Table of Contents items should be inserted in the compiled ePub eBook:

To access the ePub's Contents Page settings:
1.On the Project tab, in the Project group, click Project Options.
2.In the left sidebar, under the ePub eBook node, click Contents.
