The destination directory or filename of your HTML Help (CHM) file contains a hash "#" character, which may result in blocking the content in HTML Help Viewer. The hash character must not be used in the CHM filename since it is a registered character used for hyperlinks.
In the Compile Project dialog, in the Output Filename box, remove all hash "#" characters.
